Guillermo Tolosa

Governor

Guillermo Tolosa holds a Ph.D. in Economics from the University of California, Los Angeles (UCLA), and a Bachelor’s degree in Economics from the University of the Republic. He brings extensive international experience, having served as an official at the International Monetary Fund (IMF), where he worked across multiple countries and led missions in Eastern Europe.

He has held key positions across policy-oriented institutions, the private sector, and academia. He served as Executive Director of the Center for the Study of Social and Economic Reality (CERES), was a macroeconomic advisor at the London-based consultancy Oxford Economics, a professor at the University of Montevideo (UM), and a researcher at the Center for Economic Research (Cinve). In addition, he has consulted for a range of international organizations.

Tolosa has published several academic publications featured in internationally recognized, peer-reviewed books and journals.​​
